  • Agricultural Products Utilization Commission (APUC) provides grants to North Dakota companies that add value to a raw North Dakota agriculture commodity. Funding categories include basic and applied research grants, marketing and utilization grants, farm diversification grants, and an agricultural prototype development grant program.
  • The Community Development Loan Fund provides federal CDBG/CDLF funds for economic development projects that will create new jobs in North Dakota. Cash grants for real property, site improvements, and infrastructure and as a guarantee to fund working capital.
  • Various tourism grants are also available.

  • Income Tax Exemption for up to five years on new or expanding primary sector business.
  • Income tax credit for conducting research. Taxpayer may sell, transfer, or assign up to $100,000 of unused credit to another taxpayer.
  • Wage and salary income tax credit of 1% for first three years; 1/2% of wages and salaries during fourth and fifth years.
  • Computer and Telecommunications Equipment Sales Tax Exemption for primary sector businesses (other than manufacturers and recyclers) if integral part of new or expanding business.
  • Manufacturing Equipment Sales Tax Exemption used primarily for manufacturing, agricultural processing, or solely for recycling. Expansion must increase production volume, employment, or types of products manufactured or processed.
  • Seed Capital Income Tax Credit for investing in certified businesses. Credit equal to 45% of investment. No more than $112,500 may be used any year. Unused credit may carry forward up to four years.

  • Property Tax Exemptions for any new or expanding business project may be granted a property tax exemption for up to five years.
  • Available to agricultural processors or projects located on property leased from a government entity qualify for an exemption for up to five additional years upon application.
  • Local governments and project operators may negotiate payments in lieu of property tax instead of taking the tax exemption.

  • North Dakota New Jobs Training allows primary sector businesses to obtain funding to offset costs associated with training new employees. This assistance may a grant, loan or self-financing option.
  • Workforce 20/20 supports the introduction of new technologies and work methods. Funding is provided to train employees who are North Dakota residents and are or will be employed in the state.

  • North Dakota Development Fund provides flexible gap financing through debt and equity investments for new or expanding primary sector businesses. These reduced rate loans can be used for real estate, equipment and working capital.
  • New Venture Capital Fund provides financing through debt and equity investments for new or expanding businesses. Up to $300,000 in reduced interest rate loans.
  • Match program provides low-interest, long-term loans to financially strong companies for real estate, machinery and equipment. Interest rate 25% - .5% over equivalent term US Treasury Note rate. Maximum loan $10,000,000; maximum term 15 years.
  • PACE provides interest rate buy-down loan program for manufacturing, processing, value-added processing and targeted service industries. Minimum of one job created for every $100,000 total PACE borrowing within one year. Interest rate is variable or fixed; maximum buy-down $462,000. Proceeds may be used for financing real property, equipment and certain working capital requirements.

  • Income tax credit of 10% of direct costs for five years for equipment to retrofit or construct facility that produces or blends biodiesel fuel or crushes soybeans or canola.
  • Sales and use taxes exempt for construction materials used to build agricultural processing facility.
  • Agricultural Commodity Processing Facility Investment Income Tax Credit for investing in a certified agricultural commodity processing facility. An investment may consist of a direct cash payment, a transfer of a fee simple interest in North Dakota real property, or adirect transfer of cash from a retirement plan for which the investor controls where the plan’s assets are invested.
  • Credit is equal to 30% of the investment. No more than $50,000 of the credit may be used in any year. An unused credit may be carried forward up to ten years. A taxpayer is allowed no more than $250,000 in credits for all years.
