  • The High Impact Performance Incentive is a negotiated grant used to attract and grow major high impact facilities in Florida. Grants are provided to pre-approved applicants in certain high-impact sectors designated by the Governor's Office of Tourism, Trade and Economic Development (OTTED).
Tax exemptionsMore [+]Less [-]
  • The Qualified Target Industry Tax Refund (QTI) incentive is available for companies that create high wage jobs in targeted high value-added industries. Pre-approved applicants who create jobs in Florida receive tax refunds of $3,000 per net new Florida full-time equivalent job created; $6,000 in an Enterprise Zone or rural county. Additional per job bonuses are available.
  • The Qualified Defense and Space Contractor Tax Refund, similar to the QTI, provides per job refunds for businesses creating or retaining jobs within the defense and space industries.
  • The Capital Investment Tax Credit is used to attract and grow capital-intensive industries in Florida. It is an annual credit, provided for up to twenty years, against the corporate income tax. This incentive is specific to designated high impact sectors and has minimum job and investment requirements.
  • Other incentives are available within certain target opportunity areas.

  • Enterprise Florida works with the state’s local communities to attract investors and together can provide potential investors with detailed information and customized proposals on Florida’s communities; site selection assistance; and permitting and regulatory assistance.
Training and labor market assistanceMore [+]Less [-]
  • Through its 100 One-Stop Centers statewide, they provide both employers and jobseekers convenient access to employment, education, training and labor market information. Their employer services include: testing and assessment, employee recruitment; access to qualified candidate pools; assistance with job candidate drug screening and background checks; labor market information; locally available training resources; referrals to state-level training programs; and post-employment/occupational counseling.
  • Training programs include: the Quick Response Training program which provides reimbursement grant funding for approved customized training expenses to new or expanding businesses that are creating high quality jobs; and the Incumbent Worker Training program which provides reimbursement grant funding to employers for approved expenses associated with skills upgrade training of currently employed workers in an effort to keep their firms and workers competitive.
Loan guarantees, cheap loans or financeMore [+]Less [-]
  • Industrial revenue bonds offered through Florida Development Finance Corporation (FDFC). FDFC industrial revenue bonds are private activity bonds that can be tax-exempt or taxable and can carry either a fixed or variable interest rate.
  • Fund of funds, indirect venture capital investment through the Florida Opportunity Fund (FOF). FDFC is currently working with the U.S. Department of Energy on their 1705 loan guarantee program. This program is intended to provide Federal loan guarantees to US based projects that include certain sectors.
  • Department 1705 loan guarantees offered through FDFC - The FOF is structured in a fund-of-funds format whereby it does not make any direct investment into companies but makes investments with a venture capital firm. The FOF has made commitments to local, regional and national venture capital funds, such as Element Partners, Harbert Venture Partner, and Stonehenge Equity Growth Fund, to name a few.
  • Direct Investment through the FOF for Energy Efficient / Renewable Energy projects - The FOF, in conjunction with the Florida Governor’s Energy Office and the US Department of Energy, is in the process of creating the Energy Efficient / Renewable Energy direct investment program in order to promote the adoption of energy efficient or renewable energy products (EE/RE) in Florida.

  • The Capital Investment Tax Credit and High Impact Performance Incentive are both available to businesses that fall within one of Florida’s designated high impact sectors (clean energy, biomedical technology, financial services, silicon technology, and transportation equipment manufacturing or be a corporate headquarters facility supporting international, national or regional operations). Additionally, sales tax exemptions are available for specific industries, including manufacturing, research and development, defense, space, and aviation.
