  • DECD staff works with clients from project inception to completion, and can help with real estate identification, site visits and evaluation, cost and quality comparisons, identification of available workforce, and permitting issues.   • DECD works with state partners such as the Connecticut Department of Labor, the Office of Workforce Competitiveness, the community colleges and the regional workforce investment boards to respond to employment and training needs identified by employers. Services include recruiting via the Connecticut Works offices, resume talent searches and posting resumes.

  • The Connecticut DECD offers direct financial assistance in the form of low-interest loans with the opportunity for forgiveness based upon certain criteria. Funding may be used for the purchase of equipment, furniture and fixtures, leasehold improvements, training and other eligible project-related activities.
  • DECD also works with the Connecticut Development Authority (CDA), who provides loan guarantees and junior participations in conjunction with bank lending, as well as direct lending for business development projects in Connecticut.

  • One example of a sector-specific incentive is the film tax credit program. Eligible production companies to receive a tax credit on a sliding scale of up to 30% on qualified digital media and motion picture production, pre-production and post production expenses incurred in the state.
