  • The AEDC shares the cost of project investments by committing grants from state and federal infrastructure funds to the appropriate county or city government or directly to company vendors.

  • Advantage Arkansas is a state income tax credit program for qualifying new and expanding companies. The credits earned equal 1% - 4% of the company’s annual payroll for five years. The company may apply the credit to their state income tax liability, not to exceed 50% of the total income tax liability for a reporting period.
  • The ArkPlus Program is a discretionary job tax credit program for qualifying companies. The credits earned will be equal to 10% of the investment in land, buildings, equipment and costs relating to licensing and protecting intellectual property. Companies may apply the credit to their state income tax liability.
  • The Tax Back Program grants a refund of state and local sales and use taxes paid on the purchases of the material used in the construction of a building or buildings or any addition, modernization or improvement to a new or expanding eligible business. A sales and use tax refund is also allowed for the purchases of taxable machinery or equipment associated with the building or project.

  • The AEDC Bond Guaranty Program: Industrial revenue bond financing is available to companies in Arkansas for land acquisition, building acquisition, construction and equipment. Bonds can be issued either taxable or tax exempt. Although the city or county may issue the revenue bond, the company is still responsible for paying the principal and interest. Under this program, the Commission can guarantee timely payment of principal and interest, up to $5,000,000 principal per bond issue, to the bondholders. This guaranty gives the bonds a better rating, thereby making the bond more attractive to investors and reducing the company’s cost to borrow money. An additional benefit of bond financing is the ability of cities and counties to exempt property taxes for projects financed with industrial revenue bonds. Companies can then negotiate a payment in lieu of taxes (PILOT) with local governments to abate up to 65% of taxes due.

  • Arkansas Corporate Income Tax Exemption (Special incentive for companies in the wind energy industry) - allows manufacturers of wind turbine components the full abatement of state corporate income taxes for a specified number of years. Maximum allowance of 25 years of corporate income tax abatement.
